Every victory no matter how small is important in the public policy arena. So having leadership's support on reinserting the formula back into statute and putting a two year sunset on use of half of the 302 funds for AOT administration is significant.  And that is just what is in the works.

Thanks to the intercession of House Majority Leader John McComish (R-Awatukee) and the cooperative efforts of House Appropriations Chair John Kavanagh (R-Fountain Hills) and Representative Michele Reagan which offered her HB 2243 for use as a "striker" in the House Appropriations Committee. The amendment passed making the above state changes and the bill sailed through floor debate on April 1st and passed the House in a roll call vote on the same day by a margin of 53-2.


Wanting to make sure that she would be able to hear it in the Senate the week of April 5th Senate Commerce Committee Chair, Barbara Leff (R- Paradise Valley) put the bill on her agenda for April 6th and with the enthusiastic permission of Representative Laurin Hendrix (R - Mesa) added Mr. Hendrix's HB 2309 to the same agenda to be used as a striker if 2243 did not get assigned in time.


Support from these folks plus House Minority Leader David Lujan (D- Phoenix) and Assistant Minority Leader Kyrsten Sinema (R - Phoenix) was terrific and was in no small way inspired by the work of the industry making their calls and writing their letters.


We expect one of the two bills to pass Senator Leff's committee on Tuesday, April 6th and be on the Senate floor sometime the following week.
